September Planning Update

Here are the Development Permits (DP), Subdivisions (SB) and Leases and Licenses of Occupation (LOC) discussed by the Inner City Planning and Heritage Committee in the last few months:


DP2025-03193, 1403 9 Avenue SE (Gresham Block)

  • Description: New: Dwelling Units (1 Building); Retail Store

    • DP is for a new building at 6 storeys/ 24 metres height with 83 dwelling units or 7,877 square metres of space. This DP combines several properties for a larger development

  • ICA Inner City Planning and Heritage Committee feedback:

    • General support with opposition to 24 metre height as it goes beyond the Area Redevelopment Plan

DP2025-04312, 801 8 Street SE (Deane House Event Tent)

  • Description: Temporary Use: Special Function - Class 2 (May 1 to September 30 - 2026, 2027, 2028 - 3 years)

    • DP is for a temporary structure, an event tent, at Deane House

  • ICA Inner City Planning and Heritage Committee feedback:

    • Motion to approve


LOC2024-0198, 1631 & 1639 17A Street SE (Ramsay Vet Clinic)

  • Description:

    • This application proposes to change the designation of these properties to allow for:

      • primarily commercial or mixed-use development that must include commercial storefronts and may include residential units on upper floors of buildings [Commercial - Corridor 1 (C-COR1f3.0h20) District];

      • a maximum building height of 20.0 metres;

      • a maximum building floor area of 3346 square metres, based on a building floor to parcel area ratio (FAR) of 3.0; and

      • the uses listed in the proposed C-COR1 designation

    • LOC seeks to re-designate these properties to develop a 15 metre tall mixed-use building with commercial and residential spaces

  • ICA Inner City Planning and Heritage Committee feedback:

    • Motion to generally support. Developer has dropped allowable height request to match the local ARP and has been asked to speak with


DP2025-04049, 2529 16A Street SE

  • Description: Addition: Single Detached Dwelling (main floor - rear); Accessory Residential Building (Pergola - rear)

    • DP is for a rear addition and deck on an existing home.

DP2025-04021, 2319 15A Street SE

  • Description: Addition: Single Detached Dwelling (main floor - front and rear, 2nd floor - rear)

    • DP is to develop the existing home with an addition.

LOC2025-0120, 1851 9 Avenue SE, 2230 16 Street SE, 2255 15A Street SE (Dog Park)

  • Description: Policy and land use redesignation

    • DP seeks to re-assign and repurpose the existing city land reserve originally held for Blackfoot Trail into a mix of park and housing projects.

DP2025-04413, (2703,2707, 2711) 16A Street SE

  • Description:

    • Townhouse, Accessory Residential Building, Rowhouse Building, Secondary Suite

      • A New: Rowhouse (2 buildings), townhouse (1 building), with Accessory Residential Buildings (3 detached garages)

      • 2-storeys (9 metres) in height; and

      • 12 dwelling units, and 12 secondary suites.

    • DP seeks to redevelop several properties into rowhousing with secondary suites

  • ICA Inner City Planning and Heritage Committee feedback:

    • Concerns with drawings, lot coverage, and overall density mid-block. Submitting comment.
